The thing is - I think he's the only recurring individual villain Star Trek ever had.  Any other villain I can think of was a one-off character, or the "villain" was an entire race (Borg, Klingons, etc).

I mean, I guess there was the Duras sisters, maybe Sela, but they had way less screen time than Gul Dukat ever had.

there might have been one in Enterprise, but not for the entire run of the series.  Nothing like Deep Space Nine.

I totally rewatched DS9 not too long ago.
I did feel in the early series that I was just waiting for the dominion stuff to kick off.
