Grey Fox is not part of the majority in Canada, much less in the US.

He is in the majority for people in Quebec.  Quebec has already had one fascist government, and Francophones were not thrown in camps then.  As noted above, and why I brought this up again, Scots often talk about their status as a colonized people, something that obscures the major role of Scottish people in the British empire.  As Oex pointed out Francophone Canadians have not come to terms with their role in imperialism in Canada.  I think the same dynamic is play.  The claims of victimhood to create the appearance of righteousness and obscure participation in oppression of others.

Irrelevant.  The people of Quebec had no problem oppressing others through their elected representatives.  The problem is, I've heard all this sort of rhetoric from the American Right for decades.  They also had claimed to be persecuted and that they would be thrown into camps.
