I don't think a good solution to robbery is citizenry popping guns off. Should robbers be killed extra judicially?

It's a good solution if you live in the culture of banditry, and the order that is necessary of society to function is itself threatened.  What gun nuts seem to ignore is that US has long ago ceased to be such a culture.

A lot of Wild West towns had strict "no guns" policies, though, and you had to hand in your guns when you entered.
