My surprise is based on the results, not the motivation.  Studying English in this day and age is a no brainer.

Actually my observations are 30 years old and for all I know the French could be chattering away in English like Scandinavians now.

Yeah they take it through all 12 years of school. A few years getting out of school they remember nothing. Or at least that is what I was told 20 years ago  :P

Only place you can study Chinese here is uni, unless you go to a fancy private school.

I doubt that Chinese is of great value for the average European high schooler.
