It can be, yes.  Though it is not necessarily.  Is Curling art?  Is Football?  Is Monopoly?  Is Poker?  No.  They are games.

Really, I'd say the decorations are art.  A sword is a weapon.  However, it can be richly decorated and become an artistic object.  This does not makes swords art.  Likewise computer games can have art in them, but they themselves are not art.  A game is mechanics, the part you play with.  Graphics and story and music are artistic.
