China allows the internet.

Don't be so simplistic...America started it, so China didn't really have a choice*, nor any involvement in it's initial development.  If Nazi Germany dominated Europe, and subjugated America, they'd have just a wee bit more say in the whole matter from the get-go.

*And as China is basically a capitalist-dictatorship, they're doing a good job adapting with it... significant censorship, yet getting much of the commercial benefits.
