That should not happen if you are picking the preferred reform.  On the contrary, picking the preferred reform should give you a nice drop in MIL.

It is not a reform preferred by socialists.  They militantly want an art endowment, but there aren't enough of them to make 50%.

OK but you did mouse over with the tool tip to make sure it wouldn't piss off others before picking the reform, right?

I did find that the USA had worse revolt problems than just about any other play through country, but mostly localized ones, with 20-30 brigades.  Not these massive continental 500 brigade plus mega uprisings.

Okay, I had been putting this off for a while.  I started up and kept getting a really weird situation.  My ally France is at war Spain.  With judicious use of American resources the conflict goes our way.  I impose a surrender condition on Spain, and then a few months later I get a message saying that We lost the war and France is partitioned between Germany and Spain.  Germany was a Spanish ally, but they were not in the war so I don't get it.

Oh, it only counts those who are working males.  Total population is closer to 80 million.  Still lower then historical though.

Seems to be a common thing--it's happened in my current game as France as well.  I probably should have protected the Belg.
