You didn't read the opinion, or you would have seen that Insite consistently refers people to rehab, and that one of the individual claimants credited Insite with getting her on methadone treatment.

The Supreme Court has nothing to do with law.

Besides, why would I know anything about the law?  You cunts have made it as arcane as possible in an effort to insert yourselves into everyones lives.  A good, honest person who minds his own business and avoids criminal gangs and drugs has no reason to trouble himself with your priesthood.

I have zero tolerance for drug users.  From marijuana to heroin, it's all the same.  They want to use, fine, let them use.  But let them fend for themselves until they're ready to stop using.  For fuck sake, they're not even helping them to stop.

You're just being bizarre now.

Clearly the goal is to help get the addicts into treatment, to prevent the spread of communicable diseases, prevent overdose deaths.

And clearly marijuana is not the same as heroin.

In Montreal, they had such a site (they still do, but they do not let themselves shoot there for now).  They specifically do not refer people to rehab, unless they specifically ask for this.

Smokers could burn in hell, ideally, being smoked on a bbq for all eternity.
drinkers don't steal or attack people to get their fix, not do drinkers decide one day they see demons and start attacking people (see the case of Mario Clément, recently shot by Montreal police, along with a passerby).
I don't do meditation.  I drink alcohol to relax, like normal people.

Drinkers do in fact do all of those things (see Edmonton docket court every day of the week).

If other Provinces wish to obtain the exemption from the Federal Health Minister they will likely have to bring themselves within the same factual matrix of insite.  Since the fact that rehab was part of the health rationale in this case if another site did not try to refer people to rehab then the Federal Minister would likely not grant the exemption.
