Agree.  It was the "upon" that threw me.  I now see that it was meant to be "giving up on" and that "in favor of knee jerk military operations designed to worry Tim" was the phrase describing what they were doing instead.

Siege's comments aside, I do wonder how China has been thinking about the past few years. You have American troops in Afghanistan, bases in Central Asia, troops in South Korea, Taiwan and Japan are US allies, rapproachment with India...

From Beijing's perspective it must look an awful lot like American encirclement.

It's why they signed a military treaty with Russia a few years back and slowly have pressured Central Asian countries to no longer host US troops.
