In involves Attila dictating orders:

The first two are historically dubious. If Attila wanted to fight China why was he invading Gaul and Italy? I also don't think the details of a Hunnic administration are known, it doesn't seem especially large or durable (considering the collapse of the Hunnic confederation after Attila's death). If the Hunnic confederation was held together by Attila's personal prestige, he seems unlikely to want to "attack big government".

I think more in a "reclaim the name they use against us" kind of way.  Like reclaiming "queer".

Historically there's nothing particularly right-wing (or left-wing) about Atilla the Hun.

Genghis was actually fairly liberal by modern Republican standards. The Empire was tolerant of most religions within the empire, allowing them to practice freely, placing him closer to the modern Democrats. The Republican position is to institute a evangelical theocracy, so "more conservative than Oliver Cromwell" would be a better advertising slogan.
