The way the law is written, the person charged with making the false entry can be convicted on the felony charge even if the intent is to conceal a crime that someone else committed.  There is a case from over 100 years ago that confirmed this - People v. Curtiss, 118 AD 259 (1st Dept. 1907).  Thus there is no need to charge the defendant with the criminal predicate act.
