But at this point the Democrats at least have control of the House. No such check currently exists on Boris Johnson.

Boris does not actually control a majority of Parliament.  It is just that the parliamentarians who oppose him also oppose eachother.  You are stuck with a Senate that fully supports Trump.

I read somewhere that Britain has not yet passed the necessary primary legislation to actually have a fully functional regulatory regime after exiting the European Union. Proroguing parliament has the side effect of not being able to pass this legislation in time. This means Britain will have a significant legal void when it left. That will increase the disruption from a no-deal Brexit.

As far as I understand Paliament comes back on Oct 14 so there might be time.

In any case I think Boris is hoping to lose a VonC which would "force" him to call an election on Nov 1.

Nothing the noble British spirit and derring-do cannot solve. They shall regulate on the beaches, they shall regulate on the landing grounds, they shall regulate in the fields and in the streets, they shall regulate in the hills; they shall never...um...stop regulating.

Sure - unless parliament is by then dissolved and under purdah to allow for the general election.

Just imagine a general election on November 1st that returns a hung parliament, an acting government without democratic legitimacy. Lack of regulation, need for immediate action to react to whatever consequences of no-deal Brexit actually materialize, immediate major foreign policy crisis with a continent turned apprehensive establishing a hard border across Ireland and in Calais, calls for an independence referendum from Scotland, etc.
This is a considerable gamble that could really backfire and massively increase instability in British politics instead of delivering the hoped for conservative majority to rule for another five years and implement their libertarian agenda.

Ok, but the democrats in the Senate don't matter much when the majority have become full blown Trump supporters.
