This is effectively attempted murder by a stranger who took a dislike to cyclists. Surely there needs to be some change to the hire car law, especially with windows so tinted you can't identify the driver, otherwise you're renting out an untraceable weapon.

You typically have to provide ID and an address. That means they can probably track you down despite the fake address, but in case of foreigners they will need the local authorities to help out.
It's usually too much paperwork to bother with for one or both sides.

I've seen tourists pretend to not understand any European language and the inspector just giving up eventually.

We have those in HK as well, likely a British thing.  If so, those indicate that there'll soon be a zebra lane, or a pedestrian crosswalk across the road.

Cars can't stop at the zig zag markings unless they are waiting for pedestrians to cross the zebra markings.  I was shocked in Vancouver when there were no zebra markings in their pedestrian crosswalks.  I assumed they were global.
