In college a buddy of mine from Lawn Guyland showed me his high school yearbook from 1991.  You'd have thought it was a Joisey school based on the hair.

Different than what I'm thinking of.  The Reveah/Charleston/Southie hairdo I'm thinking of has no fluff in the bangs, they just go straight up like an ironing board.  Maybe a tiny bit of curl at the tips.
