Maybe. I think there's an argument that the US won the Cold War in Europe and believed that ended it, but never achieved more than a stalemate in Asia.

China was a slightly sneaky member of the international order until Kaiser Wilhelm II Xi Jinping became the president.  Like Germany, China would be better off as a "satisfied power" than a boat-rocker.
