I'm not sure if it answers you question, but it compares the percentage of 20-24 year olds in various stages of tertiary education. Looking at the totals (in tertiary education or having completed it) you get 57.7% for Denmark and 48.7% for the US (and 63.7% for Poland vs 34.6% for Austria to include the extremes).

Of course this includes vocational schools and all sorts of colleges and certificate programs and what have you, so I'm not sure it gets at what you're after.

I dont know about the bullshit education system in Quebec, but here in BC some programs are beginning to pay the cost of training in fields where there is a need.  For example in medicine the cost of some highly demanded specialties are being substantially subsidized if the doctor promises to work in a particular geographic area for a specified period of time.

That stuffs been going on for decades in the US. Teachers willing to work in Urban Hell can pretty much get a free ride. Same with doctors willing to work in rural areas, and large animal vets willing to stick to a specific region.

The downside is, of course, that the reason those are subsidized is that no one wants to do that. :P

Yeah, exactly.  No need for the government to pay to encourage people to do things they would have done in any event.

I doubt that. If it would include vocational schools, percentages in the "not in education, with tertiary education" for countries like Austria, Switzerland and Germany would be way higher as it would consider the dual education system, which includes vocational schools.
