Don't have to be a mega-city. Centers of small big cities like Vienna are enough, thanks to decades of sealing surfaces with concrete and asphalt which is only very slowly being reversed. Though a shift may be happening - the city allows installation of ACs in their public housing starting this year.

I've tried "traditional" mobile AC and a camping split AC (since my landlord - a bank - won't allow installation of a permanent one at the moment), but with the old box windows I have (one set opening towards the outside, one to the inside) it's not working much as I can't close/seal the window properly during use. And I can't replace one small pane of the window (it's a 2x3 panes situation), because I'd essentially have to take the old wooden window frames apart.

That said, it probably sucks more for the street front apartments. Our building is under historical protection, so any changes to the facade towards our little street is verboten.

And a few years ago, the folks living under the roof were instructed to remove their ACs because of noise complaints.

Actually, Vienna looks like pretty much like Paris, so all Parisian concerns are valid for Vienna, with concrete and asphalt. As for public housing over here, they are still not using proper blinds (plastic not metal persiennes) when possible. Portable A/C is allowed, at least not banned.
I was comparing small cities or towns to metropolitan city centres.

As for not being able to close and seal windows,  and use blinders (persiennes that's a real problem. That's the first thing I would say to people landing in Portugal, from mesothermal or Northern Europe.
Consider yourself lucky if you don't live under the floor. Did the people challenge the decision?

The noise part I don't get. Living in a big city means some kind of tolerance to noise. Or is A/C as bad or worse as Jul or Aya Nakamura?  :hmm:

It's dry air mostly around these parts. No tropical climate around here, not even in the British Isles.

The parts that have A/C, Southern Europe, are much drier.

A/C is no panacea, it is part of possible solutions but its pros and cons are to be weighted because it has negative externalities.

For some reason, the A/C implementation here generally not great at all, and that's excluding the higher energy use and higher temperatures caused by a potential mass use.

This seems like quite the mélange.

Maybe we can just focus on one aspect which is no one called a/c a 'panacea'. What it was called was a way to keep people less miserable and prevent people from dying. Both of those seem desirable especially when in a political climate where there is little resolve to do anything coordinated to fix the climate. ;)
