Story short, Chicago's Big 89, WLS-AM Mancow & Cassidy show's right-nujob shockjock Mancow Muller accepted to sustain waterboarding to prove it wasn't torture. Well, he lasted six seconds before throwing the towel (or in this case, the plastic cow toy) and declared that it was undeniably torture.

You are forgetting that the torture hierarchy is defined by how long you can endure the torture. So, for example,
Chinese Water Torture < waterboarding < disembowlment.
