PHOENIX -- Sheriff Joe Arpaio rolled out the tanks to take down a man suspected of cockfighting.

West Valley residents in the neighborhood are crying foul after armored vehicles, including a tank, rolled into their neighborhood to make the bust.

Neighbor Debra Ross was so worried she called 911 and went outside where a nearby home had its windows blown out, was crawling with dozens of SWAT members in full gear, armored vehicles and a bomb robot.

"When the tank came in and pushed the wall over and you see what's in there, and all it is, is a bunch of chickens," Ross said.

In a massive show of force on Monday, the Maricopa County Sheriff's Office executed a search warrant and arrested the homeowner, Jesus Llovera, on charges of suspected cockfighting.

Llovera was alone in the house at the time of the arrest, and he was unarmed.

"I think taxpayers should be shocked," said Robert Campus, Llovera's attorney. Campus said he believes the operation costs tens of thousands of dollars.

Deputies had no probable cause to believe Llovera was armed or dangerous, according to Campus.

Campus said he believes the entire scene was basically a stage, to help actor Steven Seagal's TV show, "Lawman."

Seagal was riding in the tank.

The Sheriff's Department has entered into a contract with Seagal and part of that contract gives Seagal carte blanche to go along with the sheriff as he arrests people.

Thousands of dollars in damages were made to the property and 115 birds were euthanized on the spot.

Llovera was convicted of a misdemeanor last year of attending a cockfight and has no history of owning weapons.

Yet the sheriff's office said they had reasons to believe Llovera might be armed.

"We're going to err on the side of caution. We're going to make sure that we have the appropriate amount of force in case we do run into anything like that," said Sgt. Jesse Spurgin.

Actually, what leaps to mind about that photo is that it is exactly what you would expect to see if an 11 year old boy were made sheriff of a major US county.

No doubt.  If you want to one-up your neighbor's custom Harley, I guess this is one way to do it.  Sheriffs seem to generally like to put their name on county property, though.

A few years ago in Delaware the three county sheriffs raised a big stink about being ordered by the state to remove the lights from their cruisers.  The thing is, since Delaware has county police departments, sheriffs have no law enforcement role-- their main duty is holding auctions for seized or foreclosed property.  But they still wanted their lights or they just wouldn't have felt like sheriffs :D

Pfft, they can do things like they do here in New Jersey, and give multiple police departments jurisdiction.  Where I live,  Jersey City PD, Port Authority PD, Hudson County Sheriff Department, New Jersey Transit Police Department, and New Jersey State Police all have presence in official capacity.

Where I live, the Sheriff has jurisdiction over the whole county. Both the incorporated and unincorporated bits.

As Sean O'Neal points out, "Here's hoping that Steven Seagal, puppy-killer, never meets Steven Seagal, guy from Out For Justice, because that dude would be pissed." Now that would be poetic justice, which is more than we can say for the faux justice Arpaio and Seagal handed out for the TV cameras.

I'm still in disbelief that someone like Arpaio hasn't been brought down yet.  I guess that says a lot about Arizona, that a sheriff intent on running a police state is one of the most powerful politicians there.

Here is one other thing I don't get: why does he need an SPG?  It hardly seems practical in an urban environment.  Wouldn't something like Bradley be more useful, given the likely foes he would encounter?

And Military types are really picky on what they call a tank.  Using the definition that the military uses for a tank, most WWI tanks were really not tanks.  Despite being the first vehicles called tanks.

Well in that case why not bring backthe New Jersey and plunk it down in the LA harbour. I figure it would be of much use against the plentiful criminals and those 16 inch guns has a nice reach.

We have hundreds of local juridictions with remarkable degrees of autonomy and 300 million people.  The probability that something hilariously stupid and fucked up is going on somewhere at any one time is practically 100%.  Which, incidentally, makes it easy for the unscrupulous to find outrages to keep people frothing politically.

I think even civilians can buy that shit assuming the guns are somehow disabled.  When I was a kid there was this eccentric old guy who lived in my county that had a tank he used to keep parked in his front yard.  We used to drive by his house on the way to and from Scout camp and we'd all shout "YEEEEAH, tank guy!" when we drove by.  He used to drive it in Memorial Day and 4th of July parades.

I dunno, I hit a lot of stuff with that car.  The power steering and brakes kept failing.  That's remarkably inconvenient on the highway.
