I'm not sure planning is at all useful as most foodstuffs are commodities, traded and so subject to price fluctuations. And for the majority of the worlds people their diets are largely influence by the market price and how much they can afford.

And my main point is there's more than enough food in the world for everyone; hunger and perhaps some of the over consumption could be 'solved' by concentrating on waste, fairer distribution and only then fine tuned by promoting a healthier diet.

That's what the BMI is. Using only height and weight, it purports to tell people whether or not they're healthy. It's used by health insurance companies to determine coverage, by the general public to determine if they should go on a diet, and by articles like this to decide how much people will eat in the future to determine how much should be grown.
