I think the main problem is simply that Canada is a comparatively tiny market (and that market is split between English and French), and so produces few shows.

90% of all shows are crap. You only really remember the good ones. That means if you are producing 100 shows, there will be, at best, 10 good, memorable shows; while if you are producing 7 shows, you are lucky to have even one.

The French system is doing very well & produces a lot of quality shows that are atleast as attractive to audience then their american counterparts.

You're allowed to sell shows to other countries.

And they do - some production companies are quite skilled at producing shows that strip any hint that they were made in Canada from the screen in order to sell them into the US and world market (think Flashpoint, Rookie Blue, Motive).  But because they're designed to look like American shows, it's hard to think of them as "Canadian" tv shows.

I don't understand why a Canadian show would have to be Canada-free to sell internationally.

It's very off-putting.  Watching something like Da Vinci's Inquest, you see all these trappings you'd expect from the UK--signage, uniforms, other references--but then the actors all sound American.  Canadian stuff is very unnerving.

I don't know why - it's just the way it is.

I can't really think of a single Canadian show that was even a minor hit in the US that made a point of putting the setting in Canada.

do you remember a tv show, you must have seen it when you were a kid...  It was about two orphans in the early 19th century, I think, arriving in Halifax by boat, trying to reach their uncle/family in Montreal, ending up with some Hawkeye-like type of guy, travelling through roads&forests up 'til they presumably reached Montreal (never seen the end, so don't really know :D )?  What was the title of that?
