Apparently when Trump said that he wanted legal immigration "in the largest numbers ever", that was not in the prepared text.  He ad-libbed it.

Stephen Miller is going to be so disappointed.

#1, there is a track record of what he says having very little meaning.

#2, the statement means little even if true at face value. Raw immigration numbers were quite low in previous times -- all the immigration prior to 1776 for instance just resulted in a population of ~2 million at the time of the revolution. Basically population growth means that only relatively recent times can compete for a title of "largest numbers ever". And those relatively recent times are significantly inflated by illegal immigration.

But Trump's track record has shown he wanted to decrease even legal immigration to the US.
