No but preventing one can be planned.

And nuclear power plant accidents can't be?  I'm not sure what your point is.

The thing that causes failure of a dam can be released.  Not so easy with a nuclear power plant.

What do you think causes dam failure?
Women want me. Men want to be with me.

Stupid Ségolène and Greens.

Fixed!
The bill will not pass or will be emasculated. It's not like Hollande has billions to spend to finance this transition. The CGT (trade union linked to the Commies) and the nuclear lobby will unite against it if necessary.
I've said before and I'll say it again, thank God for the Communists.

De Gaulle thought that in '68 too. :)

The concern with nuclear, whether real of perceived, is the threat of a really, really catastrophic accident that releases a great deal of radioactive waste into a fluid like the air or water, spreading contamination over a vast area and essentially rendering that area uninhabitable, causing tens of trillions of dollars in damage.  I can't actually speak to how plausible this is, but that is the fear.

The concern with hydro is the threat of a mildly catastrophic accident where some people die immediately and hundreds of millions to tens of billions of dollars in damage occur.  Who gives a shit?

Chernobyl and Fukushima are about the worst case scenarios, and neither have been even close to as catastrophic as Banqiao Dam.  Nuclear reactors are not nuclear bombs.  Wide dispersal of radioactive material means that the concentration is lower at any given point, making it less dangerous.  It's the immediate area that has the greatest danger.
