The government's trying especially as government investment's held steady (it's declined but research by universities has increased a lot) so most of the decline in that second chart is from business research. But it is a very old problem in the British economy.

AstraZeneca and GSK combined account for more than the next ten largest private sector R&D spenders.

In all seriousness, I would say that 1 is very possible for many Jews (if you have duel citizenship you are likely to feel more loyal to one country over the other, not to mention the Jews who are living in a country where they are not citizens of that country), and 4 is possible since most people believe they are better then others.  Would I say all Jews do that?  No.  I don't know all Jews.  I should also point out that Jews are not exactly unique on either of these.  A man can have German and American citizenship and be more loyal to the US and believe that Americans are better then Germans as a whole.  If I were to guess though, most Jewish Americans are more loyal to the US then Israel. Jews living in Russia?  Not so much.
