I don't know legally. It's American law, but it was mentioned in all the articles.

I suppose you wouldn't need to practically, but I think it would make it easier given that works councils will make decisions that are binding on all workers.

If they make WhatsApp unattractive, users will move on to the next app. It's not like what WhatsApp offers is unique or hard to implement. It's convenient as it is, but tinkering just a little could destroy it.
