I think that's perfectly fair play.

If the company operations relies on worker-management cooperation, and local government uses intimidation tactics to prevent such cooperation from taking place, it makes perfect sense for the company to focus its production in a place where the government is less hostile to the company.

Actually if you want to be accurate you should say - way to go Company.  Twats.

The workers in the US plant for some reason rejected,  "efforts by VW representatives to set up a works council labor board at the plant."

Why wouldnt the company's governing council (which has union representation) think that is an odd result and wonder out loud whether they shouldnt repeat the mistake.  I mean how could a reasonable German be expected to anticipate that US workers would be so daft?

Yet it would seem the US plant has in fact been operating up to now, even in the absence of worker-management cooperation.

If VW's union has the pull force a closed shop then I guess it's tough luck for the non-union workers.

This is strange.  Car manufacturers love to base their manufacturing operations in the South nowadays because the South tries its best to be pro-business and anti-labor, and generally speaking those investments are increasing, at least here locally.  In my karate class, there's a guy who works at the F-250 plant right by my office that moved here from Michigan after he got laid off by GM up there and couldn't find work.
