How does "happy new year"-ing go around the globe?

I talk a lot to assorted 3rd worlders, is it appropriate to wish it to a random dude in India for example?

If they're on the Gregorian calendar, they've just started a new year. Whether there's any chance of it being a happy one for them is a different matter.
Maybe just wishing them a year would be best.
