Reformatted my hard drive.  Don't get it anymore, but I seem to have other problems.  Google doesn't want to work and Vista isn't letting me download the windows updates.  I downloaded many to begin with, but it failed to install them.  Now when I try again, it won't redownload them or try to install them again.

My impression is - and I could be wrong - that the State Department put out a lot more travel warnings than most other foreign ministries.  Here's a summary of UK travel advice for Bolivia:

There is a low threat from terrorism. But you should be aware of the global risk of indiscriminate terrorist attacks which could be in public areas, including those frequented by expatriates and foreign travellers.

You should carry a photocopy of your passport (including the entry stamp and disembarkation card) with you at all times in case it is requested by immigration officials or the police.

Parts of Bolivia, including La Paz are at high altitude. See this  factsheet for information on how to reduce the risk of altitude sickness and what to do if you develop symptoms.

You should take out comprehensive travel and medical insurance before travelling. See General - Insurance.
They've got no restrictions on travel advice - ie. not 'avoid all but essential' etc.
