Apparently Rodrigo Duterte, former president of the Philippines, is on his way to The Hague to be tried for crimes against humanity.  It seems that when he pretty much declared it to be open season on druggies, he used the opportunity to go after some enemies.  And with the rift between President Marcos (son that THAT Marcos) and Vice-President Duterte (daughter of THAT Duterte), I guess the Philippines has decided to cooperate with the ICC. 
I do not hate you, nor do I love you, but you are made out of atoms which I can use for something else.

According to the BBC they were until Duterte issued a declaration that the Philippines was withdrawing in 2019. So the ICC view is they still have jurisdiction until then.

Although it does feel rather like fighting out internal fights as pointed out between Marcos as Neil says, that Marcos, and Duterte.
