I imagine Russians learn British English. To my knowledge most countries where English isn't a native language learn British English because of the Cambridge certificates.

Incidentally, I only have the most basic of them all. 

In Korea and Japan they make you teach American English even if you have a Cambridge certificate and grew up in London.

I've never even taken an exam. I've never understood the point.

And I've actually got a job where English is a requirement. I work with people from India to the US. I have to draw technical specifications, oversee suppliers, make and argue about viability assessments, risk evaluations ...
So what does my employer do? Trust certs? Not really. There's a girl at Logistics that speaks Spanish, English and German flawlessly. During the interview, she comes by to chat with you for a couple minutes. And that's it. But even if she's not around, every Department head speaks English. They have to.

I suppose there are historical/economic reasons that easily explain that.

Cambridge certificates are worthless in the US, so if you are educating people with a view on i.e. eventually getting a bachelor/master's degree in the US, you'll prioritise American English so you can pass TOEFL. But American English doesn't have the equivalent of a Cambridge certificate, which is accepted and recognized pretty much everywhere in ROTW.

That said, it's not that you couldn't easily get TOEFL or CAE/CPE even if trained in the "wrong" dialect. I aced TOEFL without any formal training in American English.

I personally find the gap between Peninsular and American Spanish varieties to be much larger for example.
