No, that's not it.  It's an information asymmetry problem.

1 in 20 women will respond positively to the subway lounge lizard (for the sake of argument).  The lounge lizard can't tell which women belong to that group.  So the lounge lizard will keep doing his thing, bothering 19/20 women, because he knows that somewhere along the way he will run into that 20th woman.

Speesh is saying that if that 20th woman stopped responding, the lounge lizard would eventually give up.
