I'm not sure how that works legally though. As I understood it the letter must be presented in a European council meeting and the only people who can attend there are the pm or the Queen.

I think the difference is that still relies on Johnson fulfiling the order or facing contempt charges. From my understanding under the Scots nobile officium (which is a lot wider than just this power) if someone is legally bound to sign a document, but can't or won't, the court will basically step into their shoes and sign it for them. Inevitably it mainly came up in trusts, but there's a few examples of recalcitrant Sherrifs etc.

In terms of delivery civil servants can't break or frustrate the law, so if they have a legally binding letter they can deliver it.

Edit: No idea of the likelihood of success mind and mainly amused by the name.

Yeah this is the step I just cannot take.

I don't hate my opponents but man it just makes me so sad and I feel so hopeless about the extent that everybody hates each other. It just seems unlikely to end well.
