Though I guess neither set is supposed to make logical sense, they're rules just you have to obey, and in so doing you subordinate yourself to the authority and goals of the institution.

When was the last time we really needed gas masks?

And even then, certainly not in CONUS.  And our NATO allies...hell, I've seen Germans with crazy ass beards.
