Though I guess neither set is supposed to make logical sense, they're rules just you have to obey, and in so doing you subordinate yourself to the authority and goals of the institution.

My county council has a new method of dealing with road maintenance; when you try and report a dangerous pothole, the web-based mapping/reporting system just falls over - problem solved.
