With all of the grand jury refusals proceeding it, it was likely inevitable that this administration would go for tainting the grand jury selection process itself.  And is probably becoming more and more commonplace.

I'm not sure what the point of your justice system is if one dude can just decide to pardon anyone, the president federally and the governor for state crimes.

Whatever you say about the Trump administration, its actions are very predictable.  For every given decision point, it follows a simple algorithm.

1. Pick the decision the maximizes the opportunity for graft and corruption. If equal, continue.
2. Pick the decision that would be of most benefit to the Putin regime. If equal, continue.
3. Pick the decision that would be of most benefit to the People's Republic of China. 
4. If neither 1-3 is decisive, take the course of action available that is maximally damaging to the US economy and national interest.
We have, accordingly, always had plenty of excellent lawyers, though we often had to do without even tolerable administrators, and seen destined to endure the inconvenience of hereafter doing without any constructive statesmen at all.
