Yes, a release is all claims to the date of release.  But it is not just tax claims. This is a general release, so all possible claims.

SEC enforcement activity is way down. A colleague of mine who was senior staff in SEC enforcement left for private practice, there is little to do there.  When an investigation is brought, it can shut down by greasing the right admin palms.

On the criminal side the Manhattan US attorney's office has been told to settle securities fraud cases leniently and confidentially.

This is a golden age for securities fraud.

Yes, for sure this is just civil liability. The pardons will take care of the rest.

And even if they claim it does, the proper thing for a hypothetically sensible future administration would be to do would be to investigate and prosecute anyway, and let them justify it in court.

It also presumably would not stop a theoretically Democrat-controlled House from conducting hearings and subpoenas, even if no actual enforcement could be yet be accomplished.

Heck, even Democrat congresspersons who were there...plenty of them ought to be lawyers.
