Definitely why they're so cautious I would imagine, someone who shoots a few people would never get a response like this. But I suspect their bomb supply was used up in their initial exchange with the police in which the older brother died. But you still have the fear of a suicide vest.

I was thinking if he was shot in the initial exchange of gunfire, even if it's survivable, that's mostly a death sentence now. In a normal case he'd be taken to a hospital, but because of the suicide vest on his brother I imagine if he is unconscious they will treat his body like explosive ordinance which means it'll be a really long time before human beings are actually physically touching him.
