I think B is the one you should go with.  It looks just like the old one, so you can recycle them as nobody will bother to count the stars

As I understand it...

Federal contributions to PR would go up significantly.  They would be entitled to a lot of entitlement programs they are not currently receiving.

However, PR residents would now have to pay federal income tax (they do not at present).  So that's a significant new source of revenue as well.
