The fact remains that the only person or group to applaud the Norway massacre are random Islamists.

I thought it came from the Reconstruction era amendment that ensured freed blacks wouldn't be fucked over.

Looked it up. It was in the Civil Rights Act of 1866. The 14th amendment was passed in order to prevent the USSC from overturning the Act due to it being outside the scope of the Constitution.
