That's exactly what it is. 

Seriously, every offseason after his rookie year, it was "Jacoby has been working hard and has gotten a lot better and is much more mature <etc>."  His rookie year, no one expected him to be Andre Johnson, they just wanted him to be the return guy and learn to be a solid WR from AJ and become the #2 in a couple years.  His second year, he kept doing the same things he was as a rookie.  Then the third and forth, and now he's doing the same things in the second round of the playoffs.  He's just way too erratic. 

Jacoby has done this to himself.  At some point, you have to stop doing crazy shit on punt returns and dropping more passes than you catch.
