I don't think underutilized is the right word.  There is a HUGE talent gap between teh incredible athletic freaks like Graham, Gates, Finley, Gronk etc and the standard too-big-and-slow-to-be-a-WR or too-small-to-be-an-OL that most of the rest of the league get stuck with at TE.

The teams with a great TE utilize them, teams with Kevin Boss/Jake Ballard usually have better options.
