Odds of it being great I'd say are less than 1/100 but odds of it being terrible....maybe 10/100? At the least it should make Vicky 2 a bit better....though worth the price of admission? Doubtful.

Possibly in the same way a dog taken to the vet to get neutered is "fixed".

I don't think Missouri, West Virginia or Kentucky were CSA in 1861.  Missouri and Kentucky declared their neutrality (though in Missouri's case the governor was plotting with the CSA).

They were mainly showing that there are new mapmode buttons, scenario is nowhere near in finished form. CSA will not be so westward in future.

There were also Unionist holdouts in the South. Not very many IIRC.
