The Clintonbashers love to bring up the whole Sudan-offered-him-up thing as an example of Clinton pussing out, when the word of the Sudanese government was about as honorable and trustworthy as Jaron near a drunk fat chick.  And yes, Dubya's Administration whimped out at Tora Bora, as well as packed up the CIA's OBL unit in 2005.  But that was after the RNC in NYC in 2004, after they were done wrapping themselves up in the American flag soaked in the blood of the FDNY, and after the DHS jacking up of the threat levels was no longer politically useful.

My understanding of it was that the Sudanese government didn't just offer us bin Laden with no strings attached.  Basically, they wanted us to look the other way about their human rights abuses, plus a few other things.  Still, I'm not sure that Clinton should have turned down the deal, since we pretty much looked the other way on the Sudanese government's human rights abuses anyway.

I've also heard that Clinton wasn't sure that the evidence we had against bin Laden would have stood up in court.
