Not quite.  Making a type of work legal increases the number of people doing that kind of work.

Do western countries with legal prostitution have a higher rate of prositutes? It doesn't seem like the Netherlands or Australia have a hooker epidemic

I think the words "already likely to become" are confusing.

I would say there are some people who would engage in prostitution if it were legal who currently do not.

Passing laws legalizing prostitution increases demand for prostitution.  To satisfy that demand brothels use kidnapped persons.  It's pretty simple, let me draw you a picture.

makes sense that the number of trafficked girls in netherlands has increased, but has the overall global trafficking of women increased? a quick google search shows the majority of these girls come from third world countries. these girls might normally have been trafficked, and their masters simply shipped them out to netherlands rather than new orleans, etc.

They wouldn't be kidnapped and sold if they didn't have a place to go so increasing demand means increasing supply.  It's also not exactly a product that you can just sit on and wait for markets to open up.

but there's always a market. it's the sex trade. the market existed before the netherlands passed its law -- the global trafficking infrastructure was already laid down.

although, I don't know how the sex trafficking industry works: do the traffickers supply the girls then wash their hands of the situation, or do they bring the girls over and manage them?
