While you can certainly do that on both, I'm not sure where you'd get the notion that they exist in order to do that. In fact, in places like the Foggy Bottom metro station, I think the whole idea is that you are going to stand and wait - not walk up that whole entire distance or in other words having an escalator in places where having a set of stairs would be impractical.

It may depend on the volume of traffic  :hmm:

In my experience when escalators are really busy, say in a central London tube station at rush hour, it is best to passively let the escalator take the volume..........people can stand closer together and throughput is higher than if they are jostling and trying to walk.

I think most escalators that I've encountered are in subways. :P
