Yeah, that's exactly the example I think in relation to this issue.

Painting a senator as a victim of those around them is a conspiracy.  If Diane Feinstein wanted to have an independent thought, she could.  Her vote is an expression of her agency.  Her choice of office staff is an expression of her agency.  Her choice to follow or not follow advice given to her by her staff is an expression of her agency.

Senators and congressmen are not victims, they are principles.
