Reminds me of when Catalan governments (local and regional) tried to get their civil servants to work during Spain's National Day... and nearly nobody showed up.

Pretty much. And even then there is usually a skeleton crew.

I also have never heard workers in this country complaining of too much time off. Nor do we have a large number of them by any standard.
