I continue to hear how there is chaos at American ports and the tariffs are not even being collected.

On the tariffs I saw a piece a little while ago (hours can seem like days in this context, so I'm not sure exactly how long ago - and maybe it was on languish  ) that said that China has instituted a 125% tariff on American goods and indicated that they're not going to respond to individual actions by Trump. No more reciprocal this and that, 125% until further notice.

Apparently the pause is so Beijing can draft a new export regimen, to limit the availability of rare earth minerals to American companies, especially defense contractors. Basically, I guess, if they sell to the EU they don't want the EU to re-export to American companies.

That makes sense. And when the West in the past has controlled the export of technologies to keep them out of the hands of undesirable regimes like Iran and North Korea it has also made sense. It's an interesting situation to be experiencing it from the other side.
