The impression I get is that it simply isn't culturally considered low class or humiliating for a women in that part of the world to openly announce it her ambition to land a wealthy man, and to milk him of his cash as best she can - and generally, outside of the mafia, foreigners are seen as having a lot more money.

There are some mercenary women everywhere. What differs, is the percentage per population, how it is viewed culturally, and the level of exploitation one could reasonably expect. 

Let's just say that the mercenary nature of eastern European women interested in Western guys is a stereotype ... but one that is grounded in a certain amount of justification.

To openly announce that your wish is to "milk" someone for cash through a sexual relationship goes against at least two cultural norms here - that such a relationship should be based (at least in part) on romantic love, and that a woman should be able and willing to make their own way financially.

People in the West these days are expected to pay at least lip service to these norms, whatever their real motives, and are looked down upon if they don't.
