The term "homicide" implies exactly what happened here.  The actions of the cop led to this man's death.  The question is then one of culpability.

Actually it is because he's being ornery. Clearly the actions of the cops lead to the guy dying.

Tommy will be a gang of one.  Or something.  Anyway, we made the mistake of telling him we're registering him, so he keeps thinking he'll be going soon.  Just as well, I guess-- he doesn't really comprehend the difference between 6 weeks and 6 months.
