Actually, mountains on other planets are measured from a somewhat arbitrary point known as the 'datum'.  On Mars, this point is established based on atmospheric pressure, and is about 4 km above the lowest surface point but about 26 km below the summit of Olympus Mons.

The reason this is done is because a full planetary survey is an extremely involved process.  It's far more simple to set an arbitrary point rather than having to redraw the map all the time.
